In my current company, I implemented a monitoring system for all the employees. The first step I performed was to ensure that the employees are well aware of their privacy rights and assured them how the company wouldn't violate them in any manner.
Next, I explained to them what constitutes a normal break and what doesn't. For eg - A simple phone call or a casual social media activity for a few minutes is ok but being unproductive in the working hours due to excessive social activities is not acceptable.
Lastly, the monitoring program was implemented in such a manner that there was no initial monitoring or tracking of the movements of the employees as long as they performed up to the expected standards. The company would monitor the employees' internet usage and phone call times only when the productivity was below the expected level consistently.
This helped in the employees understanding what was expected of them. Therefore, the monitoring system was barely used as most of the employees were well aware of the consequences of pursuing social activities too much and used them only to relieve stress for a few minutes.
