C. Golgi to vacuole

Explanation: A vacuolar protein is expected to be accumulated in the vacuole. After the translation on the ribosome, within the rough endoplasmic reticulum proteins are transferred to the Golgi for modification and transport. The Golgi apparatus is then trafficking proteins to other organelles such as the lysosome, vacuoles, plasma membrane etc.

The trafficking step between Golgi and vacuole are blocked due to which the vacuolar protein is unable to reach vacuole.
