Amnesty giving formal legal status to those who live illegally here and are thus subject to deportation is being promoted by those who are most likely to benefit from it, primarily immigrant advocates, unions, and Mexican President Vicente Fox's administration. Democratic congressional leaders are also enthusiastic about some kind of program of legalization. Yet amnesty offers less than it meets the eye to many illegal aliens. And it's more like a poke in the eye for Americans concerned about the illegal migration into the world. Research has shown that less than other workers are paid to undocumented immigrants. Nevertheless, the study also attributes this finding not to the legal status of immigrants, but to their youth, their low level of education and skills, their poor English skills and their short stays with particular employers. Nevertheless, there is a large body of research showing that immigrants ' well-being depends less on their legal status than on the length of time they've been in the U.S.

The challenges that beset undocumented immigrants are decreasing as they cease to become transients (whether traveling around in the U.S. or going back and forth to Mexico), settling down in more stable jobs and communities, gaining skills and beginning to get to know English. And the more time illegal immigrants spend here, of course, the more adept they become to escape the INS. Equally important for immigrant advocates and unions is the issue of amnesty. Especially for the latter, it would undeniably promote the organization of immigrants. But the unions don't need amnesty to launch successful organizing drives among illegal people, as recent history suggests. Nevertheless, Amnesty is a tangible, highly visible and achievable benefit for which they can easily claim credit from their that constituencies.
