Is my writing for this letter correct?

Dear Dr. Eric

Hope you are fine.

I was working hard to finish all the requirements that due to upgrade my scholarship and get financial guarantee (FG). I have done most of them and I am waiting for the scholarship letter.

Last week I completed the final module for a master's degree in Nuclear Engineering at University of Washington, US and I need from 4 to 6 weeks to get awarded degree (degree certificate). I was preparing myself to apply for the Uk visa, I have realized that the ATAS certificate might takes more the 2 months. Anyway, I have submitted the application of the ATAS and I am waiting. I have asked some friends about it they say that it takes 2 months as minimum.

I am thinking now, should I change the starting data and suspend my PhD offer to April 2020? What do you advise me to do?
