The major cells involves is meristematic cells and the major chemical helping this is Auxin, which is a plant hormone. Auxin is released on the dark side of the shoot which causes rapid cell division and cell elongation on that side. But at the light exposed side of the shoot will have normal division and elongation. So slowly the shoot bend towards the sunlight.

Phototropism is one of the most adaptive feature of the plant. Because for photosynthesis, sunlight is essential. If it is not available, it can not generate food. So by this feature it can move towards sunlight by bending itself and thus get exposed to sunlight by itself.
